Meanwhile, Suiter grapples with the growing mistrust from the people of Baltimore as he investigates a homicide, feeling the weight of his past looming over him. Additionally, Steele and Davis reach out to Baltimore's newly elected mayor to secure backing for the consent decree before the incoming administration takes control of the DOJ.
