In the first of a two-part story, Robert struggles with the emotional fallout from his recent losses, resulting in a destabilization of his transformations. Bulstrode discloses that military intelligence has captured Ravi and offers to free him in exchange for Robert’s assistance in probing a string of bizarre murders. Accepting the challenge, Robert teams up with a vigilante also hunting the killer. However, as the horrifying truth about the murders is uncovered, it turns out that his new ally poses a significant danger, prompting Bulstrode to seek their elimination.
