Thomas Waters, also known as Thomas Grant, William MacKenzie, and Jack Dale, is involved in a major theft case concerning the interstate transportation of stolen property. Inspector Lew Erskine steps in to facilitate negotiations for a jeweler who is desperate to recover his stolen diamonds.
