S1E28 They're Off and Running

Mr. Howell manages to take all of the Skipper's belongings by winning bets on turtle races. Despite feeling guilty, he swaps the turtles in an attempt to give the Skipper a chance at victory, but even then, luck is on his side, and he continues to come out on top!
