Gillis finds himself in a dire predicament when he encounters a young boy trapped inside a burning police vehicle. Faced with a heart-wrenching choice, he decides to shoot the boy, which soon draws the scrutiny of the internal affairs division. They initiate an investigation to determine whether Gillis's actions constituted a mercy killing and to seek resolution regarding the incident.
