Three years after a staggering 2% of the global population mysteriously disappeared, the residents of Mapleton, NY grapple with the idea of holding a "Heroes Day" to honor the “Departed.” Amidst this turmoil, police chief Kevin Garvey struggles to keep order in his fractured community while facing personal challenges at home. His daughter, Jill, drifts through life alongside her friend Aimee, while his son, Tom, becomes involved with the enigmatic cult leader Holy Wayne. Tensions rise further with the presence of the chain-smoking Guilty Remnant, a silent group intent on surveilling the town, as the lives of Laurie, a new member of the Guilty Remnant, and Meg, a bride-to-be, intertwine.
