Carter receives an unexpected summons for a late-night meeting, leaving Charlie responsible for entertaining Spencer, a 16-year-old boy Carter mentors through the "Big Brother" program. With a date already on his schedule, Charlie reluctantly brings Spencer along. Meanwhile, the Mayor struggles with overwhelming guilt that is disrupting his sleep and weighing heavily on his mind.
