Harm and Mac are tasked with probing allegations that American soldiers killed civilians during the Korean War. As they fly to Korea, they are accompanied by a veteran who asserts he was involved in the shootings. Mid-flight, the plane is hijacked by Korean terrorists who demand justice for those they believe are accountable for the supposed war crime.
