The officers take part in driver refresher courses to enhance their pursuit and driving abilities. When a series of car stripping incidents arise, Officer Wells proposes a creative undercover plan: they’ll pose as paperboys on bicycles to catch the culprits. Chaos unfolds as Wells crashes a bike belonging to a little girl, Malloy faces an angry newspaper customer, and Reed and Malloy stop a VW Microbus for a traffic violation, only to be greeted by the driver’s parrot squawking "Down with Pigs!" Despite the comedic misadventures, their unconventional tactics succeed in dismantling the car stripping operation.
