In 1904, Reilly finds himself in Port Arthur, reluctantly aiding the Japanese forces in their effort to seize the port from the Russians. As a large-scale evacuation begins, his carefully laid plans are jeopardized by a seemingly mild-mannered detective whose intentions remain unclear.
