S1E5 To Take a Hostage

After a concert promoter is charged with swindling both customers and vendors, he holds hostages in a restaurant. Tommy dispatches Cooper and Diaz to handle the crisis until she can get there. Meanwhile, Tommy faces challenges with the L.A. City Council as two members are unwilling to support her latest budget proposal.
