Bilko stumbles upon a vintage document indicating that the Grove City USO is not subject to California's gambling regulations. Seizing the opportunity, he sets up a gambling establishment. However, trouble arises when mobsters encroach on his operation. In response to the threat, Bilko decides to shut down the gambling club and return it to its original purpose as a USO.
