Kane and his team face a rising threat from a group known as "New Hope," which aims to revive segregationist ideologies. With Radner infiltrating their compound, Mason struggles to manage the unpredictable Juliet after District Attorney Lisa Clayton fails to secure a conviction against Kenneth, a suspected serial rapist. Tensions escalate further when they discover that Bird, Kane’s former comrade and a war veteran dealing with PTSD, may be linked to a series of sniper killings. As political tensions mount and Seattle residents grow increasingly fearful, Kane's team must maintain their composure amid this intensifying crime wave.
